COOPERATION INFORMATION WITH REPRESENTATIVE OF THE DIVISION OF CIVIL ENGINEERING - NATIONAL UNIVERSITY OF LAOS

Mr. Khamhou Saphouvong, the Head of the Division of Civil Engineering, National University of Laos, was present at Thuyloi University with the desire to learn about the dam safety and related issues. This is a question of social concern not only in Vietnam but also in Laos, especially after the accident of Xe-Pian Xe-Namnoy dam in July 2018 (https://en.wikipedia.org/wiki/2018_Laos_dam_collapse).

The meeting took place at the 412 A1 office between the representatives of Division of Hydraulic Structures, Thuyloi University and the Division of Civil Engineering, National University of Laos. It was mainly focused on the design process-the procedure-the impact assessment in the construction of irrigation and drainage headworks.

Specifically, Mr. Khamhou Saphouvong were very interested in the system of Vietnamese National Regulations and Standards and conditions apply due to the fact that Laos does not have their own National Regulations and Standards. This is really a big problem for our partner country after the collapse of Xe Pian Xe Namnoi dam (https://vnexpress.net/tin-tuc/the-gioi/su-co-vo-dap-thuy-dien-lao-dien-ra-nhu-the-nao-3782677.html). The relevant issue here is that which standards the investor applied in the entire process of survey, design and construction. It was expected that Xe Pian Xe Namnoi will be put into operation in 2018. However, with the above mentioned accident, besides overcoming the consequences after dam collapse, it is very urgent to finalize the System of Technical Specializations.

In addition to content related to the dam safety and the National Standards System, production-based education and training was also questioned by Mr. Khamhou Saphouvong due to the same characteristics as working in the university.

A lot of information has been shared during this professional session. In the future, the representatives of two divisions hope to be able to cooperate more and more in education and training, scientific research and production.
